I payed subscription for 1 yr to support the project, but still not have options to read posts and add points ?

1st, please, read the Rules here.
2nd, read this Fast start topics.
You can use any translator.

Subscription is required only for EXTENDED version database speedcam objects used by your mobile application.

You can read forum and add object point regardless of any subscription.
But, I think, without experience in Russian it will be hard, unfortunately.
